Plate curve for waterless

Can anyone tell me how to make plate curve for waterless printing or at least a few pointers and if it is possible to "simulate" the dot gain of a conventional print? -using CTP with harmony instead of DI to build curves-

I measured today dot area/dot gain and found them wanting. I used patches of 100%/70%/50% and 30% with X-rite 428 dens and i try for 1.30C/1.40M/1.10Y/1.70K. +-10. Ctp uses AM round dot at 175 lpi -will check angles-.

Dot gain
Cyan 1.23 70% patch measured 5%/ 50% patch measured 14%/30% patch measured 15%
Magenta 1.37 70% patch measured 29%/ 50% patch measured 12%/30% patch measured 15%
Yellow 1.09 70% patch measured 30%/ 50% patch measured 12%/30% patch measured 15%
Black (went too low i know but was closer to proof that way) 1.50 70% patch measured 8%/ 50% patch measured 18%/30% patch measured 17%

Dot Area
Cyan 1.22 70% patch measured 81%/ 50% patch measured 65%/30% patch measured 41%
Magenta 1.36 70% patch measured 79%/ 50% patch measured 62%/30% patch measured 41%
Yellow 1.09 70% patch measured 80%/ 50% patch measured 63%/30% patch measured 41%
Black 1.50 70% patch measured 83%/ 50% patch measured 68%/30% patch measured 42%

Weird thing is at 70% dot gain and area dont match and i am not sure why

I want to go higher on dot gains closer to 20-22% via ctp, so my question is it achievable and if yes how?
