I'm assuming, like the other poster, that you mean "Fogra 39L". (the "L" simply means "Large Chart" or the ECI2002 chart (~1500 patches) as apposed to the smaller IT8.7/3 chart (~900 patches).
Fogra 39 and GRACoL2006 Coated1 are very similar datasets (GRACoL was derived from Fogra 39). They both represent a characterization data set for "premium" commercial sheetfed offset on Paper Types 1&2 (gloss/matte coated). If you're a commercial sheetfed printer, this is generally the characterization data set and ICC profile that you should be targeting. Here in the USA, GRACoL Coated1 is one of a family of "G7" datasets/profiles. The others (as of now) are SWOP Coated3 and SWOP Coated5. Since they are all part of the "G7" press calibration methodology, they all have similar visual printing characteristics but on different paper stocks.
Now if "L-39" means something completely different to you, then forget I said anything
