It really depends on HOW you want to implement this "standard". Frankly, the easiest and "best" way from a press-to-proof matching standpoint would be to implement device link profiles (profile your press and "link" this to the Fogra 39 profile..use this to convert your jobs before they go to plate). Other ways, in order of their "effectiveness" would be...a slightly modified G7 approach, or use dot gain curves/plate curves.
As far as "test chart", I'm not quite sure I understand what you're asking. The test chart used for the 39L data was the ECI2002 (or maybe the IT8.7/4, can't remember). In any case, if you're talking about profiling your press, there's really no special requirement as to what profile test chart you use. I would suggest as long as it uses about 1,000 patches or more, you're good to go. About the only time the "test chart" matters is if you're interested in directly comparing the measurement data from your press to the standard data set. Even then, there's ways around this if you happen to use a different chart on press. Understand that if you're going to apply a "plate curve" method such as G7 or TVI (dot gain), there are charts specific to those methods that are not the typical ICC profiling test chart.
As far as the other info (Lab, dot gain...), you'll find most all of that in the ISO 12647-2 documentation. If you don't want to purchase that document (it's not free), you can download the (free) characterization data set for Fogra 39L and from that you can pretty much figure out the Lab values for solids, overprints, etc....you just have to know where to look in the data set. Since both "G7" GRACoL Coated1 data and Forgra 39L Lab data are *nearly* the same, you could also download the IDEAlliance G7 "How To" documentation. In there you'll find the Lab data for solids/overprints.
