Not sure what you mean by "guide palletts"

    But try these:

    View>Toolbars

    View>Navigation Panels

    Tools>Advanced Editing

    Advanced>Print Production

there used to be a "guides" palette where you could put guides on multiple pages at the same time... safety areas.. etc..

Could be that the guides you are talking about is a plug-in? If you have a prepress system (AGFA, FUJI, HEIDELBERG,…*to name a few) you may as you install your workflow also install extra functionality into Acrobat.
For normal guides you would view rulers Control-R (Comand-R on mac) and you can drag rulers.
In preferences you can choose to view all page boxes… if that is what you mean.
You can also in preferences enable the grid. (grid and guide colour are set in preferences under "unites& guides")

If you need help you can access the full help from:

Version 10 is much better than version 9. The Design Layout Tool especially sucked in version 9.
