Pro V plate issue

Hello All
Since upgrading from LPNV to Pro V plates around 12 months ago we have been having problems with the plates not inking up on the press. In some instances our press operators have been resorting to treating the plates with plate etch to get them to ink up.
I have tested Kodak plates and Pro V from another Ctp and processor which ink up perfectly.
I am sure there is a problem with the blue amber processor, but Fuji have checked the unit several times and assure us that it is operating perfectly and that the problem is with the press.

is there any one else out there experiencing the same problem?
