I have a 12 x 9 8 pg book and the bindery person wants to run the cover head to head but everytime i rotate the spine is on the outside and I cant get the file head to head with the spine in the middle

make it a work turn but place the the same pages for left and right. you may have to rotate image to get the right position.

they are running it sheetwise 2-up front cover back cover inside front and inside back on 1 form the inside is going as a tumble

well you could always lay it out manually and set on signa one up. or montage and adjust to suit.

Just do the cover as a Montage
or
build yourself a custom Scheme
that does what you want.
Custom Scheme would be the best
as you could have it in the future
as a "Scheme" or "Product Part".
