Web Printing problem on SCA

We have just installed a new curing system on our Tensor web press. We have successfully printed terrific quality on 70# gloss however, every time we try to run on SCA we have what appears to be paper dust piling on the plate. The piling gets so bad the ink no longer transfers to the plate. The problem looks like roller bounces but they occur across the entire circumference of the plate.

We are running U.S. uv inks, Amerikal mild acid etch and Abitibi 38# SCA. The four color tower has been dedicated to uv inks without swapping back to conventional inks for three weeks.

We have printed successfully without this problem on newsprint and uncoated 60# offset. When we tried to print on uncoated 35# highbright the same problem appeared.
