Ink Abrasion problem after applying overcoate varnish.

Hi All,
I am studying the varnish application over the printed paper and paper board.
In which i have observed lot of scuff problem even after application of water based varnish on it.
After studying the parameters like paper, ink and water based varnish too i am not getting the satisdactory results.
also want to know whether there are any specification for scuff testing.
Rubproof tester type is Rotary method.
ink abrasion should not be there for 400 rubs with 2 pound weigth for all type of paper and paperboard.

Please suggest if any other specification printing and packaging industry follows for ink abrasion test by rotary method?
e.g. for particular substrate we need to take x roatations for y weigth.

please suggest.
