This means that vac pump was blowing and not sucking the plate onto the drum. Was this a new install? If it was you should have told us at start. Good luck with using the Lotem. By the way which part of the country you are in with all the problems over there?

we have fixed the problem with interchange 3phase power wires but really this thing make me crazy as we have tested power through digital walt meter are same, but now machine is in production.

i am from Afghanistan....Yes, this is first installation in Afghanistan... this is refurbished machine, we bought it from germany in 2011 but no one is willing to come and install this equipment. finally we brought an engineer from Pakistan who installed the machine and fixed this problem. machine is in production now, if i need any further assistance then i'll bother you guys again...
