Maybe it's okay with them (actually, it is not.) but as the international Internet backbone from Finland to the European Central Node also goes through Sweden, they also took the liberty to scan all finnish Internet traffic too!!
So much for national sovereignity... 
On that not, "Carnivore" has already been proven to exist, do you really think that everything you do isn't tracked by a computer stashed up somewhere in some government hole? Just because they can't legally do anything about what they find (sort of) doesn't mean they aren't still tracking you.

Every single email you write is parsed by at least one government agency and at least one commercial organisation. Very little is ever deleted and you have no control over that. You better believe that ISPs FULLY cooperate with government agencies in virtually all countries and it is sensible to assume that every single keystroke you type will be examined.
Essentially, GOOGLE have no interest in what you type, except where they can gain commercial advantage (i.e. by serving you more targeted ads or making their service more valuable to you). The email tool you use has no real relevance to your privacy.
