Screen image moves on Mac Mini

On of my precious Mac Minis suddenly set the monitor display free from any constraints on its position, in other words, when I move the mouse, the entire screen image moves with it briefly. The computer is still usable, but it is driving me crazier than I already am. Does anyone know how to fix this?

system preference, universal access, turn zoom off.

It sounds like you have zoomed in via Contol+scroll with your mouse. To zoom back out, hold down the the Control key and scroll your mouse wheel towards you.
