American Forest & Paper Association (AF&PA) President/CEO Donna Harman issued a statement regarding discrimination of American citizens because the IRS no longer supplies paper-based information & forms. The IRS no longer mails tax forms & instructions, and has stopped equipping libraries & post offices. A hard copy instruction booklet can still be ordered from the GPO for $10, though.

Harman contends this is a problem exacerbated by electronic identity theft, and taxpayer compliance with new & increasingly complex tax laws. She says: “Digital-only policies discriminate against millions of Americans, many of whom are in rural communities and/or low-income households. Citizens should have a choice in how they receive important information and the option to file tax forms in the manner they most trust.” Harman cites the IRS as continuing “down its short-sighted path of forcing digital-only communication”.
