How to print "See Through Double Side" Printed Labels

Can anyone guide me on how to print Self Adhesive labels on both sides like this image as linked below. How do they actually print on the adhesive side. Is the adhesive is applied after printing ?
 
The clear poly is printed on the non adhesive side. When preparing the file, reverse the image (flip horizontal), so it looks like a mirror image. Therefore, when adhered to glass (for example, inside of a car windshield) the image will appear the correct way. Note that you should also prepare a white image to print behind the CMYK. So it will become CMYK, plus white.

It is common to do a sandwich print in cases like this. As Keith said, you first print on the non-adhesive side of clear poly with a reversed/mirrored image. Then you print white on top of it, then the image of the second side as you normally would on top of the white - so the white is sandwiched between. A challenge with this is making sure the white is opaque enough so you are not able to see through.
 
The opaque barrier is the best way to do it. It's tough to get the opacity for that type of project with just white ink, especially if bright light comes through the label.
