Your work flow of imposing after approval is one I like and would love to work to - however we get the majority of out work approved between 2pm and 5pm for printing that night or the next day, we would just have to have too many people around in the evening to impose the job.
I also differ with you as to who understands imposition -Pre press nows how to build the impo templates - but they have to be told the method of working . Method of working has to be a joint venture between estimating and bindery (sometime press room) - Pre Press either uses approved impo templates or the bindery approve special ones.
CTP and fast makereadies now allow you to impose from finishing - we do a lot of die cut jobs and spot UV jobs sheet work rather than work and turn.
