Acrobat Dot Gain 30 Conversion is Changing 100K black to 84K

Can someone explain why "Display All Blacks Accurately" and "Output All Blacks Accurately" aren't the DEFAULT "Appearance of Black" settings in both InDesign and Illustrator?

They are essential preferences for correct output and printing.

Has it always been that way? Maybe because people now use InDesign for things other than printing (like digital media) so it wouldn't matter?
 
The thing that was throwing me for a loop is that the problem was only presenting with some of our files and not all of our files. (to complicate things many of "our" files incorporate novice customer artwork). Thanks all.

i did not checked it yet, but think about the difference between changing preferences while a document is open and all documents are closed.

all new documents are starting with the “actual” preferences and without a change they keep the chosen Preference...
