9995 blanket touching plate

So I had to change the blanket and it's not touch the plate while not under printing operation. It leaves plate image on blanket even while jogging. Only toward the head.

any thoughts.. bad blanket? One I just removed for an issue with the blanket did not do this.

Never mind resolved that issue, was operator error (my error). Tightened in wrong order causing me to bit be able to properly tension it.
