This is not so far from the truth.

I have had discussions with a few engineering groups at press manufactures. With at least four printing press manufacturers, other groups within their organizations other than the engineering group, seemed to be the ones that decided what was going to be developed. Possibly coming from customer requests or to match competitor's technology.

One engineering group stated outright that its marketing department made those kind of R&D decisions. The other engineering groups basically commented that some others in the organization made those decisions.

It is easy to understand that if the marketing departments make a lot of requests on the engineering resources, the engineers can be overwhelmed and will have no time or resources to try new ideas. That's life in an organization.
