If it is the whole sheet, the same amount of shadow everywhere, regular up- down-up-down, then it’s the double drum. It may be gripper setting, stuck grippers on the shaft, a bad cam follower or bad operating spring rod bushing. Is it a perfector? Does sheet thickness affect it?

It’s a tripped circuit breaker in the big cabinet. Open up the doors, swing the card rack out and look for #56. I can’t tell you what if supplies without looking at your schematics.
