You could have a short on the 5v line. I would pull out al the boards and instal the 5vPSU. If it comes on it could be one of the boards.

When you connected all the molex/air/grey cable going to the Local board in the MCU, make sure that when you join the two units together, the Interlocks make properly. When you turn on the Lotem and if you get the Laser alarm going it will be due to one of the Interlocks not making correctly.

Is the Dolev driven through fibre or TSP cable? If it is fibre it could be your VLSI board ( try the other port) or SFL board. If it is TSP, try the TSP (NSP) boARD.

You can connect the Brisque to the Lotem with a Twisted pair RJ45, Point to Point connection. The other network cable goes to your HUB with a normal RJ45 network cable.
