Those are ligatures alright, but not English ligatures. I wouldn't turn off ligatures in InDesign - your letterspacing / kerning in other documents will look funny. (Try "ff", "ft" etc.) Try to fix your language preferences.

If you're just doing names, addresses or numbers, I'd think Fusion Pro is probably overkill; unless your quantities are huge - then you'd benefit from the specialised VDP software. At 50K I'm sure Fusion Pro would save you a few minutes (but is that worth $800?).

Seems like you have two separate problems there - the streaks and the grey balance. If the streaks are red, it might be a problem with the cyan. Fix this first and achieving a grey balance will come easier.

Litho printing is almost always transparent. Metallics can work nicely on dark paper but may in some cases disappoint - depending on the colour, job, paper, machine operator etc. If you need something really opaque then consider foil stamping or screen printing.
