I agree - you need to separate out the printer driver/rip issue from the file issuesMaybe we're not getting enough info from you. What program are you using to create the art? InDesign and Illustrator are both perfectly capable of creating files 3m like you need. I would think Corel can too, but I don't use it.
Walk us thru your steps specifically. Are you printing direct to the printer, or saving as EPS, saving as PDF, copying said PDF to the print queue or a 3rd party RIP perhaps? If printing direct, what driver and PPD are you using?
To save costs, can you proof to a roll of cheap paper instead of vinyl while you figure it out if it works or not?

Over the past few years I’ve watched a group of transactional and direct mail printers strategically shift from monochrome toner machines to full-color toner and inkjet presses. Most banished old black-only toner boxes but kept their color toner devices around because they anticipated needing both color inkjet and toner presses to meet customer needs.
