I am uncertain which Heisenberg you mean.

Was it Heisenberg the physicist and his uncertainty principle. That would apply to Heidelberg and it's uncertain future.

or was it the Breaking Bad Heisenberg character who did questionable things to make money. That also might apply since Heidelberg is also involved with chemicals.
