Ive noticed that a wet LAB reading and a dry ink LAB reading from the same sheet will be different, mainly only the L value what is the ISO rule for this?

ISO 12647-2 values, and most any other published Lab value should be assumed to be dry unless otherwise indicated.

It is handy to measure the differences for your and your printers understanding that tweaking colours at press is throwing knives with a blind fold. You know where the target used to be ;P.

My experience is that that there are reddenings and bronzings as ink dries, but really paper stock has a very large say in that respect (varnishings and other finishing will allso substancially effect the colours, but you all know that ;P).

It is also important that clients learn that the colurs will change so that a digital proof (at it's best) shows how the work will look when dry not when wet.
Easiest way to explain this is to use the parable of redecorating the kitchen :)

ISO type1 Lab values you shuld be able to read from an ISO Profile.
I get readings from FOGRA39: and ISO official standard target values
Paper 95.4 0 -2.0 / 92 (94) 0 (0) -3 (-2)* brackets white backing amd therefore not official part of standard
C 55.22 -43.7 -50.0 / 54 (55) -36 (-37) -49 (-50)
M 48.2 74.0 -3.0 / 46 (48) 72 (74) -5 (-3)
Y 89.4 -5.0 92.9 / 88 (91) -6 (-5) 90 (93)
K 16.1 -0.1 0 / 16 (16) 0 (0) 0 (0)

but you would do better in buying the standard document where you have all the surrounding facts, as well as that would support the future development of the standard.
