Pantones Opaque or transparent

Moste of the Pantones are Transparent, some of them (like metallic colours) are Opaque.

Litho printing is almost always transparent. Metallics can work nicely on dark paper but may in some cases disappoint - depending on the colour, job, paper, machine operator etc. If you need something really opaque then consider foil stamping or screen printing.

All are transparent as stated except metal containing colors like pMS 871-876 and the 8000 series of colors.

With that said any pMS color can be made opaque to varying degress, depending on the reason opacity would be needed. A normal addition of 20% Opaque White base is average and is mostly used on non white stocks.

With that said don't have too high expectations what the opaque white can do as far as hiding power. Remember particularly in offset printing, the ink film is very thin, .5 mil average say.

You just can't roller skate in a buffalo herd too often and come out in one piece.
