Soft Touch coating doesn't adhere / set

We're new to using this type of coating (soft-touch), usually running only gloss aqueous coat. New job today requires soft-touch so we purchased some from our vendor and are finding that it's not setting up correctly over top the ink. It's a big solid heavy rich black (approx 50,30,30,100 CMYK) and the coating seems fine on the unprinted area of the sheet, however on the areas with ink the coating just rubs off even after several hours and the ink below seems to be set pretty good. Any ideas or things to check?
 
You need to add cross link to the coating. Ask your vendor. Even with that it will take a while to dry. I replied to a similar post.
