Goss M-3000

We have had a Goss M-3000 on our production floor for a little over a year and have seen printing issues comparing top units to the bottom units. Print is grainy in appearance on top surface when running on a #3 substrate. Also ink film thickness/density is below SWOP targets in all units with TVI low in the key and cyan, but excessive in the magenta, yellow units. Has anyone else seen these conditions, and is it characteristic to this printing line?

could be the paper? one side has a different surface to the other? there should be no difference from top deck to bottom deck.
