I was facing the simillar type of problem on web offset bearer to bearer press, i have tried every thing from roller changing, impression setting to bearing replacement, finally we changed the bearer of the cylinder & but problem was solved after replacing the water purifier.

There are many factors which influnced the dot gain.Paper, ink tack,press speed, blanket condition,roller pressure, ink water balance,doubling/slurring, environment factors, impression setting.& man more.

As already been said, check your ink duct setting. Check your film roller gap setting & its wearout also.
