Canon iRC3220 - Toner Smear?

My Canon iRC3220 began printing very dirty copies - streaked yellow and gray. It looked like some part inside must be filled with used toner then smearing it in various locations on the printed sheets. Sometimes on the side, sometimes on the top, sometimes down the center, and sometimes not at all (and the copy would be good!), but most sheets (80%) were bad.
I had an independent "we-fix-em-all" tech look at it. At his visit the screen showed error code E0003 for the first time. We determined that the belts, drums, etc are clean - there is no accumulation of toner. Mechanical parts look good - I know there is a count of less than 5,000 since most parts were replaced when I purchased this used machine as a backup for other printers. Tech's first guess was that the hard drive is bad.
After some investigation the tech says he is being told that the error code means the power supply, formatter, and main motherboard are bad. Repair cost guess is $3,000+,- double what I paid for the machine a year ago.
What do my more educated specialists say about the problem?

Get a new machine. I had a 3220 and I replaced it with a brand new machine. And it wasn't even broken....
 
Sounds kinda like a drum(s) is going bad. Does it do it off the glass? If so I doubt it's the "hard drive".

This is probably a low power error to the fuser a Canon certified tech could confirm the error. This could account for the smudgy images. There also could be a dirty cleaning web that is part of the fuser assembly.

It is not uncommon for a tech to replace the fuser with a new or rebuilt drum assembly and then take the old one back to the shop and rebuild that one with new parts. I do not know what the cost of this would be.

This could be compounded by the drums, the drums are a consumable item and have a rating of 40k images. Drums can yield considerably more than however. a tech should have the ability to get in to the service mode and check the drum yield from the control panel. a bad drums) would give you weak and or blotchy solids.

I would run a auto gradtion cycle on the 3220 from the control panel and if you have a "Fiery Controller" then perform a calibration.

The time and materials plan can be very expensive with MFP products from any mfg.

A few days ago I started the Canon to further assess the situation using the information my crew of experts has offered. The darn thing operated normally - ran 300 Full-Color pages with only one page smeared!
Yesterday I again started the Canon - got only an error code: E602-003. Multiple restarts cosistently produced the same. Same results this morning.
Ideas?

Your E003 refers to your fuser assembly not reaching it ideal temperature within a prescribed lenght of time. Usually the only fix for this is a replacement.
However your latest error refers to a faulty hard drive and there is not much you can do about that bit getting someone in to replace it and reload al he system software
