Check 21 compliant - RDM image qualifier

I put this in the press web offset forum, but figured there were some prepress/designers who have used this equipment...This is in reference of the check21 act and ANSI x9.7

I work for a commerciall web offset printer and I have been asked to look into some equipment we purchased many years ago. The equipment is the RDM Image Qualifier X97 and I am working my way through training myself how to use it.

There are a couple of questions that I would like to ask
Is it necessary for a commercial printer who doesn't print many checks to print in a "check21" compliancy?
Should I be running the checks we do print through the RDM to check that they are compliant, or should this only be done during the design phase of the check?

I will be more than thrilled with any feedback and can answer any more questions that you might have to help me answer mine.
