Embroidery pricing

Do any of you do embroidery in-house? We are a county inplant. Up to this point, we've only done digital printing on paper and DTG, DTF, and dye-sub for garment or promotional item printing. Embroidery is completely new to us and we need some help so we can accurately bill back to our internal account codes.

Marking up the cost of the blank hat or garment is pretty straight forward. However, we're trying to figure out how to calculate the stitching portion of a job. Is there a standard formula that 1 stitch equals "X" length of thread (and bobbin thread ) for example? If so, then we can just markup the cost of the total length of thread that was used.

Or do most shops just have a flat fee for a hat, flat fee for a left chest logo, flat fee for a back of jacket, etc? From what we've already experimented with, the amount of stitches can really vary depending on the design, so one hat design can be 3,000 stitches, while another could be 30,000 stitches taking significantly more time and thread in roughly the same space. Any advice would be much appreciated!
