HP 5100 Polyplate problem

Greetings experts. I have an HP 5100 that is primarily used for printing on to Smart Plate brand polyplates. Recently we have had issues with spots of the toner coming off of the plates after applying the plate prep solution. Even wiping the plate with pure water dampened paper towel will remove spots in the toner. We have replaced the toner and the fuser but the problem persists. Anyone else ever have this issue or have any trouble shooting suggestions?
 
I have scanned the plate after using the SmartPlate Prep 394 solution and another scan straight from the printer. Here are some screenshots for reference.

Hey, how are you Mr. TSOST. I am LaserJet 5100 user to make laser plates and happens to be a Business equipment tech as well. Wery few things you need to know:
1>>> I would adwise you to use only OEM toner cartridges and Fuser, I had noticed that cartridge will perform well to about 50% of it's life but I think it is acceptable. You may buy one from Ebay and save lots of money just make sure that you buy Brand new OEM Items.
2>>> If you do use OEM fuser and toner and problem still there change tranfer roller - easy job but it is important to keep your printer top-notch.
3>>> If printer stands in warehouse or you had it for a while - have a tech go trough laser unit mirrors. Even it is in enclosed box, they still get dusty.
Let me know if you are in NY, NJ, CT I may be able to fine tune it myself.

Are you using the correct settings for output when sending the file to the printer? I have seen spots in solids on these plates and found that sending file using card stock in the printing preferences when sending file helps fuser heat to a higher level for better overall image quality. Just making sure you have that aspect covered, it does make a huge difference on Laser plates
