Re-sizing a PDF

What is the best way to re-size a PDF. I'm referring to dimension not resolution.

I received a PDF that is 20"x40". I need to place it is an InDesign layout, and only need it at 17% of original size. To the best of my knowledge there is no way to alter the dimensions in Acrobat, so I placed the PDF in an .ai file scaled down to 17% and saved out a PDF. The file went from 134mb to 986k, which seems great, just not sure if there is a better way.

Have you tried, (within Adobe Acrobat Pro,) using the Touchup Object Tool to resize everything, then adjust the page size in the Page Setup ?
 
I was trying to get the overall file size down. Trying to avoid having a 134mb link in a file if It doesn't need to be that big.

Hi Gregg,

If you have to do such scaling in PDF quite often, there are a number of additional plug-ins for Acrobat that can help you out with this.
Enfocus has PitStop Professional that can scale page content + adjust the page boxes. (if you want to know more, let me know). Callas has PDF Toolbox that can scale PDF files as well.
I would be cautious with open PDF files in Illustrator and saving back out as PDF.
