Seeking a Flame retardent vinyl

Help, our County Fire Marshall is driving us crazy..........

We have a new 60" Cannon IPF9100 and need to find a scrim vinyl that works on our printer that has a "Flame Spread Rating" from 0-25 and a "Smoke Index Rating" of less than 400 for anything that is displayed in an exit pathway or gathering area.

We tried the "Magic DMVB14" which met this criteria but our printheads drag on the image after about 6-7 inches of print (the backing has a thick thread running every .0625" and seems to be what the print head is draggin on....we've raised our print heads to their maximum height with no improvement ). This media also melts when tring to weld the finshed edges.

We can't be alone as these are California state fire codes they are imposing....................any advice ?????
