Type Tracking Changes after enlarging

I have a 22x28 poster that was created in InDesign on a 11x14 page size. When I group the elements and enlarge it 200%, the tracking is off. It looks as though the tracking isn't enlarging proportionately. Is there a way to export a PDF at 200%, so I don't need to enlarge it in InDesign? I know I can print a postscript file out at 200%, but I don't want the file to become flattened. (I'm exporting X4a pdf's)
 
Short term workaround. Export at 100%, place that pdf into a 22x28 file, enlarge as needed and export that one at 100%.

Print the InDesign document to a PDF at natural size using press-ready settings (which will preserve picture PPI), then print that pdf to a 22x28 page with the "Scale to fit page" turned on. The second generation PDF will be scaled by Acrobat quite nicely to the new size, with no harm done to the images.
