Kind of "Not Entirely Accurate".

You see, the good ideas will not be ignored. A "good" manager will take those ideas and implement them. If they work, he'll take credit for it. If not, he'll blame it on the employee who came up with it.
An even more interesting example was when I realized that UPPER management went a step further.
If you DID take credit for good ideas they did too. If you DIDN'T take credit (gave credit where due) you were looked at as 'Not Interested in Advancement'.

Yeah, the better manager you were for YOUR employees the WORSE you were considered by YOUR manager.

Sigh.
