I do not know if you have yet found a solution for your request, but let me point out that a lot of german Web2Print portals are using our technology (www.callassoftware.com). It is easily to be integrated via a CLI, available for OS X, Windows, Linux and Solaris. We support all requested features (preflighting - same as available via Acrobat preflight, imposition, render of previews) and have some very unique features for web integration.
