Pitstop Pro. I downloaded Roboto fonts from Google and had no issues outlining them in InDesign, perhaps the customer's Roboto fonts in the pdf were from a different source.

I'm thinking there is text set in photoshop, instead of saving as a TIFF try saving it as a photoshop pdf.
