AB Dick 9970 Help

I have a 9970, when you push the two start up buttons the press turns about half a turn then shuts off.Display showes "Clk pulse absent" The ab dick technician sent the interface board off to have it fixed but it didnt help, he changed the clock & synk board, checked all the relays, and all the conections but no help. any ideas
