Hello Lukew,
Semi-polymerizing ! What you really "mean" is Ink Drying on the Roller Train. Caused by "Heat Generated" by poorly set rollers, driving off "Ink Vehicle" solvents thus forming tacky areas, especially at the roller ends, also by not enough Dampening Fluid lubrication!
This term is used for - Ink Not Drying On Paper
