Pantone is a brand for colors and inks. But you can have a need for RAL which is another brand but for formulation of ink. RAL is dedicated to industrial colors. NCS is another way to get colors, as well as HKS... Pantone is mostly used in the graphics arts, RAL in the industrial segment.
What you need to ask yourself is how to match any color that will be imposed on you if you are at the end of the print chain! In Caldera RIP for example (which I represent), we have all these libraries of colors with their LAB values so to find the best CMYK combination at print level and check wether such color is reproductible in the color profile of a given media. Then our Color engine is doing the best to match such a color or warn you about the fact you will not match such a color because out of gamut for example.

What are you trying to accomplish ? Are you trying to save money ? Many print shops print their own guides and give them to customers - no a very inexpenive thing to do. We did that for customers Gravure customers ( Pantone does not offer a Rotogravure color guide ) and we did this on several different stocks, but this was a CMYK only guide, not a Pantone simulation guide.

Are you unhappy with the tints that Pantone shows for some reason ?

There are other color 'systems' - look at the swatch book list in Adobe Illustratior.

Not sure if Focoltone, DIC Color Guide, ANPA Color make a physical book, but am pretty sure TRUMATCH does..
