Digitized Press Sheet Archive - any ideas on how to do it?

Our finishing department has been requiring approved color samples saved from the print run in order to double check what they are working on is up to par.

We are looking for a way to give them a digital version they can pull up instead.

I figure you have 2 major obstacles.

1. How to take a pic that is color neutral and super high detail.
2. How to display that pic in a way that is color accurate.

We wouldn't be needing full sheet photos, just a photo of one of the outs from the sheet.

If anyone has any leads, that would be awesome!
 
This is not a suitable method for color matches / approvals.
Photos taken by a smartphone (or digital SLR) will be influenced by qualiry of image capture ambient lighting, how does the ink dry back, etc.
Using a display (RGB) to view previous printing can be influenced also by the ambient lighting, quality of display. Plus the fact that RGB displays can only be "approximately" calibrated and are never exact.
