what machines and consumables are used to apply glitter on sheets printed offset and then laminated? is this an offset process? silk screen? flexo? what's the cheapest way to add this feature?

Off line silk screen is the best way to go.

Hi, silk screen is good for the glitter is mixed with uv varnish and has a very good fixation on to the board / paper, an other option is using a thermograpic process, but the glitter gomes of easely and some customers don't like that (however, looks a bit better because the glitter sparkles more).

does thermographic printing hold over laminated stock?

Hi, thermographic involves a lot of heat, so it is probably not a good idea I think (the air between the laminate and paper wil expand, it will blow up, also with some types of paper), but you would have to test it, depents on the the total area of glitter you want to put on, the more glitter, the more heat you need to dry it.

so i guess silk screen is the way to do it if it's over a laminate...

Yes, be aware that the size of the individual glitter particle is limited by the maze of the screen, multicolor glitter looks best.
