You should speak to the OEM provider of your RIP.
I know that Compose have a print station that sits between output device and RIP and allows you to configure various output options before you print but it depends on what device your trying to drive.
In answer to your other post, you can define which pages to print from a PDF by defining the page range in the Page Setup - PDF Options.
I can't tell you how to get the RIP status for load balancing but I'm sure your Harlequin OEM will be able to offer you a solution.
