Looking for Felt Dull Varnish

We have had a customer specify a Felt Dull Varnish in a RFP. Has anyone come across this and if so, what product are they looking for? Or is this just a satin varnish?
 
Any inker applied matte varnish should not only give you a matte appearance on images, but also offer a velvety like texture to the surface that it's covering, as long as you dont apply too much spray powder. If you run too much powder the velvety texture will dry to a sandpaper like texture. If your not well versed with the application of these types of inker applied varnishes, you should know that running a thicker film of varnish will offer a more matte appearance and a more velvety feel, BUT will become higher risk for blocking and setoff. If the run is short and its in the budget running varnish offline will give the best results. You could even run a double hit of varnish if its being done offline but I would run small lifts and recommend caution for the ultimate in matte appearance and soft texture.
 
@turbotom1052 I worked at a shop that ran a very heavy varnish coat, and used a lot of powder to counter the potential setoff. They would then run the finished job back through the press on impression only, to smooth out the sandpaper-like result they got from the heavily powdered varnish.
