Low-Res Printing Question

Hi all, unfortunately I'm not always lucky enough to have proper 300 - 350 res files for print jobs. So my question is this: when printing a Black & White file on a digital printer (resolution between 100 - 150) will adding a slight blur (in photoshop) help reduce sharp pixilated/ jagged lines on the print-out or simply create more? On my screen it slightly smooths out the tiny pixilated/ jagged lines but on paper.... Not sure.

I'm not worried about the image quality being affected by the slight blur just the lines themselves. This would not be photographic images, more like older text & art- like flyers for instance.
