Plate problem or processor problem?

In heavy coverage areas, the plate is not fully developing. Tried changing developer, adjusted brushes/rollers, checked temperature and a myriad of other things. Coming to the conclusion it's a bad lot of plates. Have a different lot number coming next day to try. Any thoughts?

Check the plate - that it as been correctly Imaged via the plate exposure control strip

My guess is you have a bad plate batch since you've covered all your other bases.

Have you tried rotating the plate before exposure, also rotate after exposure and then process the plate?

With luck it is the plates if not I've seen this a number of years ago on our ctp setter. It turns out that the laser was losing power the plate image was out of focus. So we called the tech and had him WebEx in and he was able to reset the power levels. If you have that service that's the way to go.

Since that time (and thanks for the responses, btw), it was the brushes in the developer bath. Just worn out enough to not fully scrub the plate on it's way though. Since then, that whole processor was replaced with a new one. They look great now, as they should with a new machine.
