Problem with ECRM Scripsetter V36 Software

Hello, We bought ECRM Scripsetter VR 36(used) It included the whole system (computer and original EagleRIP 3.0 software included dongle number and key password) but the previous owner didn't give us the hardware dongle needed to run the software. Every time we try to run EagleRIP we get an error because the hardware dongle is not inserted into the computer. Is there anyway to run EagleRIP without the hardware dongle? If not is there anyway to run the ECRM Scripsetter with a cheaper software? (were a small printing shop we can't afford the price to buy new EagleRIP)

We got the system like that, when we called the previous owner he told us he was working with it like that. If theres anyone who can come to our shop in Woodbridge Virginia and fix it, we will pay.

All Eagle RIPs (and almost all other RIPs I have come across) need the original dongle to run. The original owner must hand it over, otherwise the software is worthless.
Eagle RIP is among the cheaper ones in its class, however v 3 is obsolete (current version is 4.X, I think).

So what is the reason for the previous owner not handing over the dongle? Was it clear in his offer to sell, that he would be keeping the dongle?
