Quark not trapping halftones/clipping path.
that explains it.
I'm trapping thru Trueflow and it isn't trapping.
I'll try this question in the TF section too.

This is a total shot in the dark as I am not familiar with TrueFlow but does TF use Adobe's trapping engine? If so, does TrueFlow have a "Trap Within Images" or similar setting? If so, try turning that on.

I just called TF and it seems that its a problem with the versions of the two.
