trying to figure it out

Hello,
We recently purchased a used GBC AP-2 punch and are having issues getting it to run. We can get it to punch 20 sheets and then it jams in the area before it enters the die. We're using a 4:1 round hole cole binding punch. We're not sure if it's operator error, worn out parts, or some combination thereof. Does anyone know of a service tech or trainer in the Cincinnati, OH area? Heck, even a retired bindery person that has experience on the machine will work.
Alternatively, do you have any reccomendations for inexpensive puching options?
