CMYK jobs are often converted from RVB to CMYK with an unadapted color profile, which is most of the case the Adobe's crappy unadapted default profile of Photoshop, badly used by people having no knowledge at all of what is RGB, nor CMYK, nor a color profile, nor a conversion, leading to most of the color problems when printing.

On the contrary, an RGB job is a better scenario, as it allows the printer to convert the job in CMYK with the color profile adapted to his press and his paper.
(assuming that the printer has a good enough knowledge of the color management to be able to handle an RGB workflow and make this conversion correctly !)
